Yeah, I agree it'd definitely be in their best interest to work out something. But if she can't bring her back for some reason, she wouldnt get in trouble if she's saying that she can come and get her anytime. She needs to make sure that she documents that and stays in contact with the mother though so she can't claim that they kidnapped her.
