Help with GIMP

I can't for the life of me figure out how to make a siggy on GIMP. I've been trying for over an hour now and its starting to piss me off.
I've tried looking through the GIMP help thread but what i need isn't there.
So can anyone who is good at using it tell me how to,
1. Resize things, like frames and images.
2. Put pictures into the frames.

And anyother advice you may have.

you'll want to do layers, to see the layers hold conrtol and press the letter "L"
you resize things with the scale tool (it looks like a little box on top left with and arrow and a big box)

then move the frame in the layers box to above the picture in the layers box (to make the frame on top).
