Is this REALLY an infant seat, facing forward, with a baby thats way too big in it with the straps wayyy too loose.

Umm, wow. That is sad.

Maybe just a joke shot while they were pulled over on the side of the road? I could see a little kid getting into their sibling's carseat, try to buckle themselves in and say "Mommy look at me" while the Mom takes a pic while laughing.
