im new to jersey..i came from philly and all i know is they work completely different over here ..but i think you need to call the social services department for your county or look online and fill out an application and make an appointment...i havent done it yet because right now im still covered under my old insurance but ima need it for the baby after he is born...good luck what part of nj r u from??
