the age limit says 3-10 years...so i would say no.

it says 3 years and up!

NO it doesn't have the harnesses needed for support of a child that young and small if involved in a crash, since it only uses the regular car buckles.

No. The bottom of the page says it's designed for children from 3 to 10 yrs old.

not unless she's one very big 18 month old. the minimum requirements for that are 30 pounds and 38 inches.
