as powerful as the ox think he is, he will still follow the orders of the "boss", the boss might be smaller, but a weapon (in this case an object that can inflict a lot of pain) will turn the tables...
Human terms: you might think you're above some and that your better...in the end when someone pushes the right button our nature betrays us and we fall as low as those we criticize...therefore they become more "powerful" than we are...or something like that

I'll explain the context in a bit, but I'd like to see if anyone figures out what I'm getting at with that comment, first.
