Bumps on babys testicles.??

Im concerned, my baby haslittle bumps (looks like rash) on his little testicles heis only 4 months. Thay do not seemto hurt him but they look painful .He hasa couple on the side ofhislittle penis. Has this happened to any ones baby? is it normal...?? pLease advice

Depends on what they look like... skin tags possibly.  My neice has them.

when they first popped up on my neice i thought they looked like warts.

the picture they have at the bottom kind of looks like moles... but if you look at the picture of the eye on the right hand side it looks more like that.
