Yes, a MAJOR bank, as in, a nation-wide bank that has branches all over the country. These banks would be more likely to know the regulations, etc than a small local bank. At least IMO.

If she has lived here  or 7 years she can't be legal (sorry if wrong in my assumption) there for near impossible. As i said have to be in the country legally with a valid passport, then go to your local bank, and ask, 
The only other way someone doesn't have a SSN is if they have a visa like H4 which enables them to live, but not work but those are usually through a spouse, and they may not have ssn but still can have joint account with them plus they have their own Tax identification number.
