Haven't done this, but googled instructions and this seems pretty straightforward:

Hey Rudolf, I'm not sure exactly what your looking for but on my myspace a few weeks ago this person who makes and sells tutus and bows and what not asked to be my friend so I checked it out and she actually makes some really cool things. Here is the website if you would like to check it out (hopefully it works lol):

Not sure if it helps but enjoy anyways! I am thinking about buying one for McKenzie's first birthday!

See the post above yours?  The avi pic is her daughter in a tutu dress that she made.  You can make them for a dress, but I think it's more common to see them for skirts.  Generally they are made of tulle (like fabric "netting") and can be long or short.  The tulle fabric is usually pretty poufy.  A ballerina wears  a tutu over her leotard...

Does that answer your question??

That came out great!  Love the colors together, and your daughter is soooo pretty!  Did you use elastic for the waist, or grosgrain ribbon?  I have not made one yet, but I have seen instructions and half say elastic, half say the ribbon...jw which one you did..Thanks!

elastic, just measure her waist and cut like three inches off because the material will weigh it down and make the tutu fall of her waist (i learned this the first time i made a tutu).
and thanks, we did the colors to match her theme which was abby cadabby.
