What's Ahead?
Three additional bills concerning parental leave are pending in Congress. These are referred to as enhancement or expansion acts. They are:
- House Rule 956—this would allow employees to take, as additional leave, parental involvement leave to participate in or attend their children's or grandchildren's educational and extracurricular activities.
- House Rule 1934—this would provide that, of the total amount of family leave available to a federal employee for the birth of a child or placement of a child with an employee for adoption or foster care, at least half of that time would be leave with pay.
- Senate Rule 304—this would establish a demonstration program that supports the efforts of states to provide partial or full wage replacement, often referred to as FIRST insurance, to new parents so that the new parents are able to spend time with a new infant or newly adopted child, and to learn about the most effective mechanisms for providing the wage replacement assistance.
