painfully shy

My 3 year old is shy but not just shy, painfully shy. Anytime someone talks to her she hunches up,holds her eyes closed and bites on her lips, sometimes she holds her breath. It's not just strangers, it can be family too and our doctor. The thing that really bugs me about it is the fact that she is me I'm shy too and I remember being that way, I used to find it hard to be around anyone, it feels like the walls are closing in and it's really hard to breathe. Since having my kids, it's not as bad but it's still there. And I really do not want my daughter to be like me and have those feelings because I know how painful it is. She alsostarts preschool in the fall and I'm a little worried that she won't talk to the teachers, I know she'll talk to the kids because she doesn't have a problem going up to other kids to play. She's met the teachers before but didn't talk to them, she kind of huddled up to hide like usual. Does anyone know how I could help her get over this? or at least make it somehow easier for her to talk to people? I'm not sure if I should maybe take her to a doctor or something, I just don't want her on some kind of medication because I think she is way too young to be put on something
