Does this sound right?

This might be long,ill try to make it as short as possible
In spring of 2010 my dad went to prison,he was on probation for drug charges and had 3 unregistered guns and 2 that weren't registered in his name,he tried to shoot out neighbors kids for being on our property. Which became a federal case but he hired multiple lawyers and ended up getting a damn good deal. He was out in February 2011. So he only did 10 months,he got put on parole with a 20 year backup. After about 6 months he got to stop seeing his PO,which means he wasn't being drug tested and got back on drugs.
He ended up getting my brother and sister,they are now 11 and 16.since there was no legal divorce or custody arrangement there was nothing my mom could do. She got my brother back about 2 months ago. My sister was still living with him. She got into alot of trouble and was in juvenile,when she got released he took her back home and they got into a physical confrontation. He busted her lip,one of them called the police and she was taken to the hospital and he was arrested. Then he got out a few hours later.CPA got involved,again.My mom now has her.This makes 3-4 times in 3 months. He has not been charged, or kept in jail.
Shouldn't he be in jail? Since he's still legally on parole wouldn't they drug test a person who was and is now again on drugs?
It's a mess,I have no contact with him so I can't ask him questions

Well if he is a snitch for the cops they will turn there heads a lot. Messed up I know but thats what it sounds to me.

He's not friends with cops or a snitch.
