I need a cut out?

I think that's what it is called. I'm trying to create labels like this one with the baby's head in a circle but I don't have photoshop and I don't have any idea how to do it without it! Can someone please help me with it?

How's this? I thought the background colors were very cute so I didn't cut them out, do you want just her head without background?
