That's weird  
So the social security office isn't showing he's dead?
If that's the case I would call the company he applied with and sort it out

actually it is common and a huge mess to fix! You need to find out what the SS office says and if it is messed up you will have to get a lawyer!

Yes his grandfather who's dead had the exact same namr

That's probably where the issue is coming from. It happens more than you would think it does
