How can I handle my almost 4 yr old??? Help please

My son wont stop crying and whining for everything! Everyday! 80% of the day! I'm really sick of it, and trust me, I have patience! I've already talked to him, but he just doesn't seem to understand what I'm saying. I may have been spoiling him a lil in the past but he never disrespected me before! And now, like I said, he just won't listen, and this all starts when he wants something he can't have, like other people's cell phones! I know he is experiencing at this age fears and stuff, like he's now Terrified of the ambulance, to the point that he doesn't even want to enter his room, not even during the day. This whole situation is very stressful for my husband and me! We r trying new and different things to ease his fears and to stop the whining, but none seem to help!!!! What to do in a situation like this?

you have to try your best to IGNORE the behavior you want to stop.

Tell him he needs to use his big boy words to tell you why he is upset and that you don't understand whining. Then ignore the whining. Once he expresses himself, talk to him about it and comfort him as needed.

I ignore, and if it continues, I flat out tell them to stop. It usually works with my 2, 3, and 5 year olds.

I tell my 4 year old that I can't understand whining and don't answer him until he talks to me and tells me what he is upset about. He still whines.. all the time, and about everything, but it doesn't last as long each time. Small steps! lol

I've been doing all that, but doesn't seem to work! I will try ignoring him more, but all the talking, spanking, time out, doesn't work with him! And now after a year sleeping in his room, because he's scared of sirens won't even go to play to his room, had to move his bed to mine! I'm concerned! And really stressed
