Not if he is listed on the paperwork properly and his income is included. What are they going to do? Squeeze blood out of a turnip? If he wasn't listed properly, then they can. If they weren't married at the time of application and she didn't amend her file, sure. Just not if everything is done properly. By taking child support they are opening the door for them to need other forms of assistance. See the pattern and cycle it would create?
