If so, why even circumcise if you can't tell?"Yes it is possible for the penis not to look circumcised depending on the style of Circumcision. you can see examples of this at http://www.circlist.com/. A loose circumcision may do just that when the penis is flaccid it may partly cover the glans. More doctors lately are doing loose circumcisions so as to avoid lawsuits. It does not mean that the person is uncircumcised. it just means there is some extra skin.
