question about baby location

Yesterday I had an OB appointment for my check up. The doctor found the baby's heartbeat very low, down by my underwear line. The doctor didn't seem at all worried. He said everything looks great! Is it strange that I am 17 weeks and baby heartbeat location was so low? Thanks for advice ladies!
