Since he's brand new I wouldn't say anything but I would keep it mind to make sure he doesn't have a pattern of making and 'forgetting' plans.

For me personally, that would be a red flag that the guy is flaky and I wouldn't pursue things further. I guess if I would tell him that it's annoying and rude to make plans with someone and blow them off.

I don't think there is anything "clingy" about saying uhm we made plans to tonight?? I don't think it has anything to do with him being a new guy or an established boyfriend or whatever as far as I'm concerned if even just a friend or anyone really had made plans with me I would mention it.

You texted him. You called him. You told him that you wanted to see him and got no invite. I wouldn't do or say another thing. If the guy wants to be with you then he will. Give him a chance to chase you. You're coming off a little desperate.

Honestly, they made plans to go to dinner and the guy blew her off to hang out with friends.

That's called rude in my book, whether it's a guy your dating, or a friend, a relative, whatever. It's rude.

I can pretty much bet that it's a sign of things to come.

yeah, I initially thought the same way...it wasn't until I talked to a friend of mine and he's all like.. you need to say something. that is really true, though.
