Disciplining a 2 Year Old

How do you discipline a 2 year old who acts out and doesn't understand time outs?

For now it's been redirection, but it doesn't seem to help the issue at all, especially if she's bound and determined.

Please don't answer with spanking, I'm looking for less drastic alternatives given her age and capabilities of understanding.

mine goes to his room for 3 minutes because he is 3 i dont take toys away or put him in bed i just send him o his room he shuts the door has his fit and comes out

With Logan we do time outs. He didn't "get it" at first, but he understood after a few times. We don't do them for long, and only for when he does things he KNOWS he isn't supposed to do after being told not to (in case he forgets). It's usually reserved for hitting, which is his big thing.
