A little help please

So my Brother/sister in Law have 2 kids. one is in day care, other is being watched by MIL. the little on that is being watched is 18 months and from the time she comes over here at 8am ( we live with MIL bc we are farming on their land) MILand FIL sit her down in front of TV and there she sits until its time to go home at 6pm. yes she plays with her toys, in front of the TV ( she is fenced in - in the living room ) to each their own OF COURSE, but this kid is not theirs. I just want to like ask my SIL and BIL if this is ok with them? if they know that their 18 month old lives on TV not human interaction.
But of course i feel like its non of my business so im just thinking about it non stop lol. my kid is allowed to watch tv, but not allllll day . she can watch TV when its her "chill out time" instead of Nap time. just to calm down.
may be a post and run. but basically i dont know if i should bring this up to their attention or just let that smurf be

I would talk to your MIL about it first.

To me, that would be a huge issue. One of the things I looked for when I was arranging early child care for my daughter, was a television free environment.

if its on all day like that she probably pays it no mind.
it might just be background noise.

and have you been there all day? how do you know that she doesnt get any human attention just because the TV is on? do they ignore her?

no she is not ignored, but she is expected to sit in front of the TV, if she tries touching any of MIL stuff ( which she did not childproof the living room up to i dont think any parents expectations - she gets YELLED AT. not like gentle redirection ) i am here pretty much all day, in and out of the house with my 3 year old. and they put on things they know she likes so that she is zoned out. like Gabba gabba. its her favorite right now, so its been playing ALLLLLL day for like 2 months now!. no kidding! they have all the gabba gabba episodes and they keep playing them

i wish i could talk to her, but her parenting style and mine is completely opposite, we already get the cold shoulder about how we raise our kid. we plan on homeschooling wish she is completely against for example

Would you be able to bring the 18 month year old along with you when you take your three year old sometimes? Then she goes out sometimes and is doing something then watching tv all the time if thats okay wil MIL/BIL/SIL.

in the case you mentioned i would mention it non-chelantly. sounds like the parents might not have another day care option, having two in daycare is wayyy expensive. maybe they already know but really dont think they have any other options or say?
if they are watching her full time like that the least they could do is baby proof and let her explore :/
