Abortion is technically legal in all states, otherwise they would be in violation of Roe v. Wade. Some states do make it very, very difficult for abortion clinics to operate however. Like passing laws that will make abortion clinics "safer" by mandating ridiculous and expensive requirements for abortion clinics. Such requirements make providing abortions too expensive to maintain a practice.
