Should I be concerned?

My daughter is 13weeks, she was born a little early(37weeks, due to BP complications and pre term labor)

She has been going good, she can keep her head up, she cooes and smiles she hasn't laughed yet. What my concern is, she keeps her hands as a fist most of the time, the only time they are really open is when she's nursed or asleep. Should I be concerned? She seems like she is wanting to grab toys and stuff but doesn't really know how, I know she will learn it but I'm worried she never wants to open her fists.
