I wouldn't do it but I don't think it's neglect. They're right, it's really not that much different than hanging out in a 2 story house. As long as the monitor is in range, whatever.

that would only be considered neglect if the parents left for hours without even checking on them or left the complex. I personally couldn't do it, I couldn't even leave my kids to go to the mailbox even when I could see the apartment clearly, I had to run there and back, I didn't trust anyone around us even when the doors were locked, so much can happen in that time frame.

i've had to walk the dogs after DD goes to bed. i make sure the doors are locked and everything is secure, then take them out. we have a bark park, so we're gone 30 minutes MAX (so the doggies can run a bit). we've done this occasionally while she's asleep and we make sure she is SOUND asleep first.

I wouldn't. Only because I worry about things like a fire, or someone being able to break in unnoticed.
