Animal neglect or not??

Opposite my house is a house with a little dog, a west highland terrier.
He is constantly outside in the front garden.
In rain and snow I'v seen the dog outside. every time you look out the window it's outside.
I feel really bad for it and want to take it in.
BUT the only reason I haven't done anything is because the dog does look healthy.
He had a fur cut not long ago and isn't dirty or anything.
so should I do something? or because he is obviously fed and clean is it ok for the dog to be outside all the time?
I spoke to the daughter of the owner and she said that the dog is a nightmare so they just leave it outside. I was like "oh ok" because I couldn't think of anything else to say! I didnt want to start having a go either (it was on a night out I bumped into this woman)
So what would you do??
Leave it or intervene?

Some dogs just want to be outdoor dogs. If it is hot/sunny out they do need a space for shade and clean accessible water though.

As long as the dog has food, water, and shelter like a dog house its okay here in the States.

Westies are sioooo cute, though.

they really are! I used to have one when I was little.
there is never food or water outside. it just sits on the step in front of the door.
I'm in england and I live up a hill so its pretty cold.
should I just leave him then?
He's not harmed or anything. Just gets no attention and left out front.

Awh Bless his heart. Honestly I don't think there's much you can so without calling animal services and asking them.

I don't know if what they are doing is considered illegal but at the same time it seems no one there really cares about the dog. I think someone should suggest to the family to just give the dog to a family that will take better care of it and also allow the dog to be given love and attention. If anything this dog based on your description is being emotionally neglected. Not very nice considering they have the same need to be loved just like humans.

yeah that's what I thought.
It's not like the dog is abused just doesnt get any affection or anything. I just feel sorry for him lol

I dont think it's abuse, it sucks that they seem to not care about him though. My dog wont stay in the house unless the kids are activly playing with him, he hates it. Just recently when the weather was really cold and snowy I tried keeping him in all night but he literally sat at the door and just whinned. He has two dog houses out there though, one with blankets in and on top of it for the cold and he always has food and water out there and we go out and play with him too. Hes outside pretty much all the time though and he's definitly not abused.

Does the dog whine to be let in?

Yes some dogs may be outside dogs but it's not ok when the dog is not given that choice like it sounds here.

I would ring the RSPCA and just get them to check it out. Maybe it would shock them into treating it better or giving it to someone who would!
