But their child is under a year and I was always under the impression that a child needed to be old enough to walk. They've been parking in handicapped spaces without the child in the car and can't prove it's their placard, so I was interested to see if you even qualify for a plate with a child that young.

Which is so wrong IMO."I live in an apartment building where there are only enough spaces for each apartment to have one car. They had a handicapped space put in when they moved in, which is no big deal if it's actually their placard. But now not only can they not prove it's theirs, but they park in that spot when they don't have the disabled baby with them. So when my wheelchair bound 83-year-old great grandma was visiting, we had to park in a different lot because they were parked in the handicapped spot WITHOUT the child, and her husband swooped in and took the last spot in our lot with their other car.
