A friend of mine drives his mom's car everywhere. She's handicap, he's not. He always parks in the handicap spots. Drives me nuts. My MIL on the other hand had a tag and very rarely uses it, because she says there are people who need it more than her.

That's frustrating! However, why would they have to prove to you that it's there's or not?

Oh no I don't need them to prove it to me. They can't prove it to the manager who put the handicapped spot in for them. It's been brought up that they're abusing it, so she's asking them to provide proof it's theirs, since if they can't then they'll be fined and the spot will be removed.

Sorry I'm a little late but I wanted to add -
Our best friends have two daughters, the oldest is healthy and the youngest has a rare and severe form of OI (Osteogenesis Imperfecta aka Brittle Bone Disease). When the youngest was about 18 months, they got her a wheel chair and a handicapped plate, since she's unable to walk (she's now over 3 and they still have the placard, which makes more sense to me now since she still uses the wheel chair, assisted by her parents of course). Seeing their struggles with her first hand has made me understand and sympathize with having a plate/placard for a child. I also have a handicapped placard for myself (for orthopedic and neurological conditions related to a car accident I was in a year ago), I use it when driving alone, or my husband and I use it when he drives me places, such as doctors appointments or the store.
Also, it drives me absolutely nuts when people use relative's handicapped plate's/placards to park in handicapped spots without the handicapped person with them to benefit from the placard. My husband has the ability to do this all the time, but he NEVER does. Even if we're going to Walgreens and I'm staying in the car, he will still leave the handicapped spot for someone who needs it (including parents of young children who can't walk). Just my two cents.
