Don't play with her at night. If you do it a lot, she's probably associating nighttime with playtime, which you don't want. When you go in with her at night, keep all of the lights off, don't smile or play with her at all. Give her a bottle or just rock her until she falls back to sleep.
Have you tried to put her to bed earlier? I know on nights that my son gets to bed late (he's normally in bed between 7:30-8:00) that he wakes up earlier for the day and is just less rested.

That being said, DS still wakes up at least once a night to nurse. He's 10 months old.

You might want to cut out cartoons. That's a lot of stimulation right before bed.

i have tries putting her bed earlier, but shejust wont sleep. she is still trying to play. sometimes she tries to sleep at 6:30, but then shewakesup around 10 or 11 and is ready toplay again

Mine is 10 months and STILL up during the night. Usually at least 3 times.

Making a huge shift in the bedtime most likely will not work. Try just doing a half hour at first for a couple nights, then move it back another half hour. If 30 minutes is too much, try 15 minutes even. Baby steps.
