Custodial parent moving out of state with child.

In the visitation agreement moving out of state was not discussed between my bf and his ex. He is supposed to have his daughter every weekend. Well his ex has been telling him she wanted to move and he always told her he doesn't want her to move away with their daughter to live out of state with her online boyfriend. In the paperwork it says:

Moving: Either parent must notify the other in writing at least forty-five days in advance of their intent to change their residence, in or out of the county in which they resided at the time of the last court order or decree about parenting time. If the parents move more than 150 miles apart after the court orders or adopts the schedule herein, unless the parties agree otherwise, each is ordered to comply with the long distance parenting schedule without further order of the court. The non-residential parent is entitled to notice of the residential parent's intent to relocate unless limited by the court order.

So since she didn't give written notice would she get in trouble for leaving state? And wouldn't she still have to update the court about her new address because if they ever needed to contact her about a new custody arrangement they would need that on file? Or how does that work? My boyfriend called the juvenile court to ask them what he can do about the situation they just told him to consult an attorney to find what papers to file we have no money to pay for an attorney and the soonest he can meet with a pro bono lawyer is next week? If he doesn't file something sooner won't the courts look at it like he didn't care about the situation or? I don't know. Any help with this matter would be amazing. Thanks in advanced for the help.

I don't think it would make him look bad, didn't he just find out? when is she supposed to be moving?

She just moved yesterday, the only reason he found out she actually had the day planned to move was because his father was going to go pick of my bfs daughter for visitation and she said he couldn't have her because she was moving. Which I know is also not aloud.
