paternal rights question ...

if a child's father has never met/seen his child in person or signed any kind of birth certificate or anything stating he is the child's father, does he have any kind of paternal rights or does he have to establish paternity first ?
p.s. he's a convicted felon with maaaaaany weapons & assault charges, so I wont be allowing, or rather condoning, anything unsupervised if he DOES ever try to take me to court.

if hes not on the birth certificate than he has no rights to the child until he gets a paternity test done.
