Late Period, Several Pregnancy Symptoms and Negative tests

So my cycle is exactly 29 days. It has never been late(except when I was pregnant with my first). I have the same PMS symptoms each month. My SO and I only dtd once near the time I was possibly ovulating (been trying since Aug but slacked off this month). So a week before I was expecting AF I had a weird tugging feeling around my left ovary (king of felt like ligaments stretching) It was on and off for about 2 days. I ignored it. Had cramping 3 days before expected AF (usually I get cramps the day before and day 1) The day before expected AF I had brown discharge which typically means AF is coming the next day....AF never showed up!
I have had this brown discharge only randomly when I wipe for 4 days and today it has tapered off. I have sore breasts and a never ending headache and still have some cramping . I took 2 tests and both said Neg. Dr says that there is a high chance that I am pregnant and that I need to to do a blood test. Has anyone ever had false negatives when they were actually pregnant?

i suppose it could happen if the tests are bad. what kind were they?
