11 people in a house is enough to drive anyone crazy. 15 is a hard age too. Maybe try going some things out of the house just the two of you and see if she will talk to you about whats going on in her life

Does she have her own room, or does she share with someone?
That has to be really stressful.
That and to have that many people in the house and to still feel like everyone picks on her, that has to suck. My dad used to pick on my flaws because they thought it was funny or that I would change. Just gave me a horrible complex and a huge resentment.

I would first, give her more space somehow. And start sticking up for, especially in front of her, if someone picks on her. Eventually get her out of the house more, do things she wants to do.
