Agreed, although kindergarten here is 5 but same thing. To me there is really no rush. They will get it when they get it.

Just keep working with her.
Have you been offering rewards? Like stickers or whatever?
Get a kitchen timer and set it for every 15-20 minutes and go sit ob the potty.
Keep records of when she pees and poops so you know when to bring her to the toilet.
