Try to give him some water before bed instead of the milk and see how he does.

While it is possible, it isn't likely he'd develop it at this age. As an adult it is far more common. Breastmilk has lactose in it & human are biologically wired to still be getting that at this age...so not likely at all.

But cow's milk does make phlegm worse & it doesn't always set great on tummies, especially if he is having any drainage. I'd avoid milk before bed anyway if he is having pukes, at least until it passes. It smells horrid when vomited up &hopefully something else may set better. If he was intolerant, he'd have tummy pains, diarrhea & other symptoms & not only at night.
