Stupid question - vacation time

Personal Time - 16.00
Vacation Time - 27.84

This does mean 2 days worth of personal time and over 3 days worth of vacation time, right? Assuming 8 hour days, that is.
I'm planning our trip to Hawaii and went to look at what time DH has. It's just, he gets 2 personal days and has already used 1. But this definitely does say he has 16 hours worth, right? Am I reading this wrong?
