Custody of a sibling

There is a ton of background info that it would take me all day to write but basically I am wondering:

How long CPS usually takes to investiage/do anything once neglect is reported?
If I pursue custody of my teenage sister legally what steps do I need to take?
How much can I expect hiring a lawyer to cost once all is over and done with and we hopefully gain custody?
