Buying shoes, baby not walking yet

My son is 9 months old, so should be walking in a few months hopefully. There is a pair of shoes i LOVE I want to get him, and I have a coupon for stride rite. He is currently in a size 3 shoe. Would you go to size 4 for these shoes, or go even bigger? I'm just not sure what size to get, I want him to be able to wear them mostly once he's walking.

I'd get the size 4, that way he grows in them.
