help my devil child.

my first son is a sweetheart anyone who meets him falls in love with him, good animals good with kids great with adults.
my almost two year old is a menace to my mental health.
in the past 48hrs he has spilled a box of chocolate powder all over the playroom(grounded for a week with no toys). spilled salad dressing on his bed and my couches. destroyed all of my moms plants. spilled a whole gallon of sweet tea in my kitchen.
all of this while ive either been in the bathroom or getting my other son ready for school
i have done everything i have spanked and timed out and nothing works
i just want to put a leash on him so he is with a 2ft distance from me

please help
and no its not the terrible twos, he has been like this since before he could even walk

I want to say duct tape him to the wall  

In all seriousness; one of the kids I babysit is like that and I had to do a LOT of positive reinforcement with her..like if she happened to sit quietly for more than 2 seconds I would be like "Oh my goodness! You are being SOOO good and that makes me VERY happy!"

took awhile but she is much better now

my mom didnt believe me she said you are always tired why dont you take naps
well thats why
i have tried that and its just like giving him crack or something he becomes worse. like he is being good so he can be bad for the rest of the day

I have locked myself in the bathroom and cried before. Okay many times, I wonder where the HELL I went wrong and why my child has turned into a demon from hell. Of course she then tells me she is sorry she hurt my feelings and gives me a hug so I feel bad for thinking she is a demon
