HCG Levels Low for 4-5 weeks?

I had my HCG Levels tested on Monday and they came back at 131 for 4 weeks and 5 days. Does this seem a bit low? Anyone out there have low levels and healthy pregnancy?
Im having some cramping which I know is normal but mine is toward my right side and I feel it in my back and my leg too, is this normal?
