Carseat experts

*Note: This is a good friend of mine, she said I could use this photo if I blurred her little girls face out in some way, this is to settle and argument we have been having for a few weeks. Her daughter is 1 years old in April, she's not sure of her daughters weight right now until her next checkup.*
Is this illegal? Is this unsafe? Should she be using a different carseat? How about her daughters coat? how about the straps?

To ME, this picture doesn't look right, at all, but she says everything is fine.

This is all wrong. And why does she have her baby FF?

That is a horrible picture to tell if the child is in right. The coat is okay, because it looks like a thin jacket, but as far as the straps and everything else goes, there is no way to tell in that picture, get a better one. And she should be RFing still.

Well since her daughter isn't one she should still be rear facing.

The chest clip looks fine. I can't tell if the straps are tight enough. I also can't tell if the straps are at or below her shoulders. And why is she ffing if she's not 1? Plus she's so tiny. Why rush ffing? Why not just rf to the limits of that seat?!

This is the only one she has right now that's the BEST. She has another one, but you can barely see anything but the top of her daughters head.

and she's still cocked to the side.. I think the carseat is too big? but I'm not sure..

uh my daughter is going to be 1 in April, and she is DEFINITELY still RF. It's illegal here not to have them RF until after 1 here. My DD only weighed 16 lbs at her last appt, I can't imagine FF this early (granted, my DD is small). The coat looks fine though, and I can hardly see the straps, so idk about that.

the sweater is thin my daughter has one just like it the straps need to be tighter and like you said DEF needs to be RF

That carseat does rear face and it's illegal to be forward facing before 1 and rear facing till at least 2 is recommended. Chest clip looks ok and the coat seems fine, looks like fleece to me.

Eta: at least I'm pretty sure it rearfaces. It looks like the carseat I'm thinking of
