That is a tiny child..she should still be rear facing.

The coat looks thin enough..chest clip looks ok. Cant tell if the straps are tight enough..

But turn that baby back around!

My son is HUGE and 26.66 and he is 12 months and REAR facing..he isnt getting turned around until I have to turn him around

Her heads prolly just going to the side cause she's resting. Some
People put rolled towels in the sides of the seat after the kid is buckled to help support them. And maybe the straps are too loose?

That is a cosco carseat..my niece had one. Its a convertible seat.

She should definitely still be rear facing. In most places in the US, it is illegal to FF until 1 year and 20lbs. Is the seat a Cosco Scenera? If so, she can RF until 35lbs (unless it's the 40lb version, but most aren't) and until her head is 1 inch below the top of the seat or 36", I believe. DD used a Scenera in our Yaris until she was 19 months old. It's a small seat so she should definitely have room to RF.

For straps, the general rule is if you can pinch the material together they are not tight enough. From the pic it looks a bit loose. So I think the law (which differs state to state) hovers somehwere around 1yr and 20lbs maybe a bit higher....but your friend needs to think about who she is taking advice from...the state that just sets minimum rules or a panel of experts such as the AAP who reccomend keep that kid RF as long as possible. It seems like everyone on here has some great specific data too. Maybe show your friend the AAP website and reccomendations?

Definitely needs turned back rear-facing to at least 1, 22lbs and 34" since that is the minimum for forward facing on that particular seat.

Chest clip needs to be a little higher from what I can tell, armpit level.
