I mean, since she does decline you might as well humor him by asking. I don't see the harm in that.

I can see where he's coming from. My parents could care less either. My mom used to be involved but now she's fading out and my father has only seen the kids a handful of times. He's seen DS2 once. DH's father will watch the kids when we ask but I think it makes him nervous because he was never really involved with his own kids until he came to the US. And DH's mom would watch them every single day if she could, but like I said she lives in Poland.
