22 Month old hitting and throwing

LO's been pretty bad lately. He's been hitting everyone out of no where and just throwing his toys against the walls, at people or just at whatever he sees. I've tried putting him in a time out in his pack n' play but he's strong enough to just push it to where he wants to be(we have wood floors and it's been scratching the floors.) I've tried taking his things away from him. I've tried distracting him. He's just been really bad lately. Idk what's up with him. And when he hits, he's not even mad. He just randomly runs up to come one, slaps them, laughs and walks away.

Idk what to do  

Mine has been doing that too. He is almost 18 months. I just hold his hands together when he does it and tell him not to hit. It has taken so many times of me doing it ALL day for him to kind of stop

My 23 month old does the exact same things. The other day he threw a big car at a kids face because he was mad at me. Luckily it was so heavy it missed his target and hit the kids shoe instead, but I was mortified! I don't know what to do with him. I never had to deal with this with dd.
