Is it raised like a knot or just colored?

It looks like (from the picture) a birthmark or pigmentation...is she mixed?

Yes she is, and no it's not raised. I thought it might just be pigmentation, just seemed a bit strange.

Reminds me almost of a Mongolian spot. I know they are quite common in mixed children, but I always thought it was somethign they were born with and not just randomly appeared. Maybe mention it at her next pedi appt?

I had planned on it, next week. I really don't know much about any of this.

I think they're born with Mongolians. They're normally on their butt crack too aren't they?

She has a small one on her butt cheek (born with it), but it doesn't look like the spot on her forehead. The one on her butt looks like a blueish bruise, whereas the spot on her forehead is just two different skin tone colors.

It might be a cafe au lait spot, which is like another type of birthmark. My daughter has one on her elbow. She was born with it, but it's gotten a little bigger over the years.
