Question about a 17 month old.

My son is 17 months old. When he is having a tantrum, he throws himself on the floor and bangs his head off the floor. My question is, can he hurt himself in doing this? And how do I go about stopping him from doing it? My oldest never did this and I'm worried my youngest is going to hurt himself.
