frequent uti pain in 3.5 year old girl?

My daughter is turning 4 in April. Since she was a little over 1, we've had issues with UTI's and other instances of being red/irritated/sore down there. There is absolutely NO chance of sexual abuse. She's had an ultrasound done on her kidneys almost 2 years ago and that was fine. we do not use ANY scented products on her.. no body wash, no bubble bath, nothing. The recent occurance of pain, she had a yeast infection and the ER said there was a UTI, but her pedi said no after. What other situations could cause her frequent pain and irritation on her vagina? She is potty trained, she wipes her vag after peeing, [ i make sure it's done right, ] .. i wipe her when she poos. We bath everyday or every other day.

They ruled out urinary reflux?

Her pediatrician didn't want to put her through that test two years ago since her ultrasound was clear. And still is unsure if it's necessary since although she's experiencing the pain/irritation, not every UTI test is coming out positive. ;/

Is she curious about her body? Does she fiddle with it? Sometimes my daughter pulls on her labia. We've never had issues with infection, though.

She's touched it, but nothing crazy. I'm going to call her pedi again tomorrow.
