union solicit

how do they work. DH claims that you are only allowed 1 solicit a year and that you can't get another one even if you've lost your job and there is a job opening somewhere else..is that true?..that doesn't seem right, why would the union keep it's workers from getting jobs??

I'm in a union and have never heard of that before. I suppose it depends on the union though.

yeah, he's a carpenter and claims that once you've used your solicit you have to wait a year in order to solicit somewhere else.
