If it's linked to a bank account you can transfer money, or most stores allow you to pay PP cards that you can load onto your PP.  

I don't have a PP account. Is there another way to pay?

Well what other way were you thinking? I know there are other places you can transfer money with via online that are like paypal. Those would be acceptable too. I won't take a check, cash, or credit card directly.
