They don't do that for circ in babies that young, ever. That is reserved for later circs because the risks of putting a newborn under anesthesia for en elective procedure is not something any qualified Dr would agree to. In the most aggressive of pain controls for newborns they apply emla cream & then do a penile nerve block. A baby sleeping heavily upon return is typical & often related to what is called the shutdown reflex & happens when pain or trauma is too severe. It is not associated with a newborn undergoing being "put under", except by their own psyche. You can watch it actually happen in this video - you can see the baby stops crying, but is clearly still panting & struggling:
