Tutu dress.. Please help!

I want to attempt to make a tutu dress, but I have a few questions if anyone would be kind enough to help me?  
If my first attempt works I will be making three of them to use as flower girl dresses. So my first question is, the girls are 2, 3, and 5.. what size waffle headbands should I use for them? Second question, I want to put hydrangea flowers all over the bodice, what is the best way to attach those? And my last question.. I've heard its kind of tricky making a tutu on a waffle headband (I've always done it on elastic) So is there any tips or advice for doing it on the waffle headband? Thanks!!!  

Try looking up a tutorial on Youtube.com thats probably your best option

I wish I could answer your questions but I am yet to attempt the dresses, but I did make a tutu with a headband base, its actually really easy.. you just put the tulle through the bottom rows of the headband and tie it as you would on elastic
